Chief Legal Counsel at the County Administrative Board of Stockholm
Are you a qualified and experienced lawyer who wants to take overall responsibility for legal matters and compliance with laws and regulations? Then you might be the one we are looking for.
The county management office is responsible for assisting the county management, i.e., the governor and the county director, with management support, including driving development issues and cross-authority strategic matters.
Within the office, there is also a legal secretariat. The legal secretariat provides support to the county management and other parts of the authority in cross-authority legal matters such as public law, total defense, and security protection, as well as quality assurance of agreements and contracts. The chief legal counsel leads the legal secretariat in daily operations, which, in addition to the chief legal counsel, consists of three lawyers, one of whom is a data protection coordinator. The legal secretariat also includes the authority's information security coordinator.
What does the role entail?
The chief legal counsel has overall responsibility for legal matters at the County Administrative Board and for the authority's compliance with laws and regulations.
Furthermore, the chief legal counsel leads the work for a good administrative culture within the authority. The chief legal counsel is also responsible for coordinating and conducting training within their area of responsibility.
The chief legal counsel shall assist the county management with expertise and represent the authority in various external contexts and, if necessary, in court proceedings. The responsibilities of the chief legal counsel also include providing guidance on legal issues, participating in legal assessments that are of greater importance to the County Administrative Board, and being responsible for regulatory compliance and the internal control of contracts.
Additionally, the chief legal counsel participates in decisions regarding opinions to the Parliamentary Ombudsman, the Chancellor of Justice, and the State Administrative Appeals Board, opinions to higher authorities in appealed matters decided by the County Administrative Board as the first instance and that are of general interest, of principle significance, or of greater importance. The chief legal counsel, together with the HR manager, is responsible for the County Administrative Board's whistleblower function. The chief legal counsel is part of the authority's personnel responsibility committee and the authority's management group during heightened preparedness.
Are you the one we are looking for?
For this role, we would like you to have:
- Law degree (Jur. kand. or equivalent),
- completed court clerk training.
- many years of experience in qualified legal work within public administration,
- many years of experience working with governing documents,
- many years of experience working with a consultative approach,
- good ability to make interest assessments from a legal perspective.
- good ability to express yourself in Swedish, both orally and in writing.
It is an advantage if you have experience with relevant tasks at a county administrative board or other government agency.
You are clear, have integrity, and dare to take a stand and are confident in your decision-making. You are solution-oriented within the framework of legal security, drive and follow up on goals and results, and have a professional and pleasant demeanor. As chief legal counsel, you need to be able to handle both long-term strategic issues alongside rapidly arising matters.
Since the role of chief legal counsel involves many contacts, both internally at the County Administrative Board and externally, it is important that you are communicative and accustomed to various forms of collaboration.
To succeed, you have the ability to create engagement and participation in workgroups. You are unpretentious, have good collaborative skills, and can inspire, motivate, and lead colleagues.
As an employee at the County Administrative Board, you need to:
- have the ability to make relevant decisions based on a holistic view and with a critical approach, considering multiple perspectives,
- understand that a central role for the County Administrative Board is to make assessments between different interests,
- have the ability to prioritize and adapt to work with new tasks or in new contexts.
The position is located at the county management office. The office specifically carries the responsibility for cross-authority legal matters, such as general administrative law, public access and confidentiality, as well as the responsibility for work on a good administrative culture. The office is also responsible for total defense law, contract law, and state aid.
The chief legal counsel function, together with other employees in the legal secretariat, has recently been moved to the county management office as part of clarifying the responsibilities of the chief legal counsel function and strengthening the advice in the matters for which the legal secretariat is responsible. The legal secretariat collaborates closely with the legal department and especially with the unit for legal operational support and review.

The employment is permanent, full-time, located in Stockholm. We generally apply a probationary period. We would like you to start as soon as possible or as agreed.
Security Clearance
You must be a Swedish citizen because the tasks within the employment are placed in a security class. Before an employment decision, we will conduct a security clearance according to the Security Protection Act (2018:585). As a permanent employee at the County Administrative Board of Stockholm, you will be placed in a war position based on the needs of total defense.
